Ottawa Abandons Streaming Tax, Allocates $600 Million Payment

The Canadian government has decided to step in and override a CRTC ruling that would have imposed a 15% levy on major streaming platforms to support Canadian content. This decision was motivated by concerns that these costs would be passed on to consumers, who are already feeling the pinch of rising living expenses.

The CRTC’s Online Streaming Act had aimed to increase the contribution rate from 5% to 15% for foreign streaming services like Netflix, Apple TV+, Paramount+, and Prime Video. This move faced immediate backlash from Canadians who were worried about the impact on their subscription fees.

Instead of implementing these rules, Ottawa has chosen to invest $600 million in taxpayer funding directly into the audio and audiovisual sectors. This funding will support local news, French-language productions, and Canadian creators, filling the financial gap that the CRTC tax would have created without burdening streaming consumers.

It was unexpected for the government to intervene, as they had previously indicated they would not interfere with the CRTC’s decision. The Motion Picture Association voiced opposition to the Online Streaming Act, considering it illegal and in violation of the USMCA agreement.

The government is now working on a new, more flexible approach to the Online Streaming Act to prioritize consumer choice and affordability while supporting Canadian content. Minister Marc Miller emphasized the importance of reflecting Canadian lives and stories in the media we consume.

Consultations with the cultural sector will precede the final distribution of this funding, ensuring that stakeholders have a say in how these resources are allocated. This decision comes at a strategic time, as Ottawa looks to maintain positive trade relations with the United States during upcoming CUSMA negotiations.

By taking this step, the government aims to protect Canadian consumers from additional streaming costs while continuing to support the development and representation of local content.
